In 2008, then New Orleans Mayor, Mitch Landrieu, asked a private sector task force to create a development strategy to guide the resurgence of New Orleans’ tourism industry. In response, Manning and Eskew+Dumez+Ripple collaborated with the Boston Consulting Group to develop a design strategy to guide the growth of downtown tourism.

The New Orleans Strategic Vision 2018 is the long-term plan that identified specific projects that would drive progress, causing tourism organizations, neighborhoods, and the overall economy to prosper. As they have many times in the past, Ray Manning, FAIA and Allen Eskew, FAIA together identified a list of iconic projects, initiatives worth $600-800 million. They also developed strategies to achieve consensus and implement the projects. The goal was to reach 13.7 million visitors annually, twice the 2009 figure.

The plan focused on several strategic districts in the city, with particular emphasis on those providing significant transit links and riverfront redevelopment opportunities. These key districts include the Morial Convention Center, French Quarter Hospitality District, Iberville and Tremé, Superdome/sports center, the Medical Center, and the riverfront. A key element was the removal of the Claiborne Avenue expressway and ensuing redevelopment.
