The New Orleans Museum of Art (NOMA) is considered to be among the most significant fine arts museums in the Gulf South. Manning was part of the architectural team for the renovation and expansion of NOMA’s Beaux Arts main building.

The renovation and expansion included a two-story addition as well as two new wings. A third-floor addition to the main building added roof terraces and courtyards for sculpture exhibits. By increasing the facility from 75,000 to 130,000 square feet and doubling the permanent exhibition space, NOMA rivals museums in much larger cities. Moreover, the interior gallery's movable wall system created flexibility, enabling the museum to size exhibits appropriately, display more of its permanent collection, and attract large traveling exhibits.
