As part of the design of a new 450-room luxury hotel for Harrah's, Manning designed a pedestrian streetscape that lined one side of the hotel and integrated the new building into the historic urban fabric of the Central Business District. Key design elements for Fulton Street included: 

• Entrance portal facing the casino across Poydras Street announcing the urban playground

• Lush landscape providing natural respite from the summer sun

• A sculptural Edwardian bandstand hosting a bronze tableaux of jazz musicians

• Sidewalk dining for tenant food and beverage outlets on both sides of the street

• An entrance portal linking the new Harrah's Hotel lobby with the Harrah's garage and casino tunnel
