With the overarching objective to reclaim the riverfront for pedestrians, city leaders aspired to relocate multiple transit services into one location, thus freeing views and access to the riverfront. In accordance with this vision, the Regional Transit Authority and the City of New Orleans converged on the opportunity to eliminate vehicular transport services from the Canal Street Ferry Terminal, paving the way for demolition of the existing terminal that blocked pedestrians from the riverfront. The ferry service was retained for pedestrians, cyclists, and motorbikes.

The new ferry terminal design called for smaller ferries for quicker service, and a reduced-size terminal and docking facility. In addition, Manning's master plan also envisioned the connection of rail lines, a multi-modal center, improved traffic circulation, retail, and food and beverage venues.
